统计本站实际收到的四类申请。新增按提交时间归属季度；完成按首次成交、完成或激活时间计数，每份申请只计一次。重新打开申请不会重复增加完成数。Counts requests actually received on this site. New requests use their submission date; successful completion uses the first won, completed or activated date. Reopening a request never counts it twice.
时间统一为 UTC，季度起点包含、终点不包含；本季度统计截至报告生成时间。所有数字的单位都是申请份数，不代表车辆数或节省金额。UTC quarters include their start and exclude their end; the current quarter stops at generation time. Units are requests, not vehicles or savings.
