When Should Cargo Securement Be Rechecked After Loading?

Cargo may settle or shift after a truck leaves the loading area. Braking, turns, and road vibration can loosen tiedowns or reveal problems with doors, tarps, and locks.

Before departure, 49 CFR 392.9 requires cargo to be properly distributed and adequately secured. Doors, tailgates, tarps, spare tires, and fastening equipment must also be secured. Cargo may not obstruct the driver's view, movement, emergency equipment, or exit. FMCSA says drivers do not have to personally load, block, brace, or tie down every shipment, but they must understand securement methods and complete the inspections and adjustments that apply.

Truck and truck-tractor drivers must inspect cargo and securement devices within the first 50 miles, not after reaching mile 50. They must recheck when duty status changes, after three hours of driving, or after 150 miles, whichever occurs first. Unusual noise, tarp movement, a bulging door, loose hardware, or a change in handling calls for an earlier stop at a lawful, safe location.

An inspection should cover webbing, chains, hooks, ratchets, winches, anchor points, blocking, bracing, and edge protection. Damaged or weakened components cannot remain in service simply because they can be tightened. Tiedowns may not contain knots, and edge protection is required where abrasion or cutting may occur.

Tiedown count and load capacity are separate requirements. The aggregate working load limit generally must equal at least one-half the cargo weight. Minimum tiedown numbers depend on cargo length, weight, and forward restraint. Logs, metal coils, paper rolls, intermodal containers, vehicles, and heavy equipment may require commodity-specific rules.

A seal does not prove that cargo inside a trailer is secure. A limited exception applies when a driver is ordered not to open a sealed commercial motor vehicle or the loading method makes internal inspection impracticable. Accessible doors, seals, and container-to-chassis locks should still be checked. Suspected movement or damage requires safe parking and authorized inspection or resecurement before travel continues.
