California MCP Suspension and Reinstatement

A renewed insurance policy may leave a California Motor Carrier Permit (MCP) suspension unresolved. Read the notice for every suspension reason and its effective date. Under California Vehicle Code section 34623, a suspended property carrier cannot operate commercial motor vehicles on California public highways while the suspension remains in effect.

For a liability insurance issue, ask the insurer to confirm submission of the required MC 65 M certificate and provide filing records. Check the carrier’s legal name, CA number, policy details and coverage dates. Have the insurer correct errors. Workers’ compensation compliance needs separate verification; claim an exemption only when the actual operation qualifies.

For Employer Pull Notice (EPN) issues, verify the account, requester code and enrollment of all required drivers. Participating employers must conduct EPN business electronically beginning April 1, 2026. An owner-operator license suspension or revocation also requires checking the driver’s record and DMV’s permit reinstatement requirements.

For Basic Inspection of Terminals (BIT) findings, organize repair, inspection and management records around the original CHP report. Suspensions under section 34623(b) require the corresponding written reinstatement request, applicable fees and CHP reinspection or verification. Reinstatement also depends on satisfying applicable suspension periods and other conditions; another suspension or revocation can prevent reinstatement.

Use DMV’s Motor Carrier Permitting entry point with the CA number and exact permit name. Local DMV field offices do not accept MCP applications. Section 34623.5 specifies a $150 reinstatement fee, subject to statutory exceptions and additional applicable charges. Section 34630 requires waiver of that fee when qualifying evidence establishes uninterrupted operational insurance coverage.

Keep submission records and contact MCP Operations to confirm outstanding requirements and the reinstatement effective date. Resume covered operations only after reinstatement is confirmed. A payment or submission receipt does not authorize operation. Requirements were checked against official sources on September 21, 2026. This is general information, not individualized legal or insurance advice.
